Abstract

The PI will serve as a member of the Intelligent Transportation Systems (ITS) Program Advisory Committee (ITSPAC).  The ITSPAC consists of up to 25 individuals that have been appointed and invited to serve by the Secretary of Transportation.  The mission of ITSPAC is to inform the Secretary of Transportation, through expert advice and recommendations, on ITS deployment, emerging trends and technology, and industry challenges. As an ITSPAC member, the PI will provide input into the development of ITS aspects of the U.S. DOT Strategic Plan.  He will review ITS technologies, ITS policies, and the roles for government and private sector in making ITS a reality, and provide feedback to U.S. DOT.

To advance these goals, the PI will participate in online meetings every week, will review material provided on the program that is provided by the Department of Transportation and provide written and oral feedback, and will travel to Washington DC at least twice per year to meet with the Department of Transportation.  He may also meet with other government agencies in Washington DC that are involved in ITS policy, such as the Federal Communications Commission and the National Telecommunications and Information Administration.

Strategic Description / RD&T
Intelligent Transportation Systems (ITS) are a part of digital infrastructure that is critical to transportation safety, and thus an important priority for Safety21.  As part of the Intelligent Transportation Systems Program Advisory Committee, the PI can be expected to advance ITS in many ways.  Advancing ITS means advancing many objectives of the US DOT Research, Development and Technology Strategic Plan, obviously including "connectivity: leverage and advance network connectivity and services across transportation systems, infrastructure, cloud and data service providers, and information and communications technology" (p. 56).  It also includes advancing System Architecture and Digital Infrastructure (p. 55), Cybersecurity Standards and Cybersecurity Risk Analysis (p. 20-22), Safe Design, Safety Data and Safe Technology (p. 18-19), and more.

Deployment Plan
Throughout the year:
•	Attend multiple committee meetings per week on zoom
•	Attend TAC meetings per year in person at the Federal Communications Commission (FCC) in Washington DC.  (The FCC estimates four meetings per year, one per quarter.)
•	Attend ITSPAC meetings at the Department of Transportation (DoT) in Washington DC.       (DoT has not yet told committee members how many meetings per year.)
Expected Outcomes/Impacts
By providing information and advice to the Secretary of Transportation, the Assistant Secretary for Research and Technology, the Deputy Assistant Secretary for Research and Technology, and other major decision-makers through this critical committee, the PI will assist DOT with the implementation of aspects of its strategic plan related to Intelligent Transportation Systems (ITS), as well as expanding and refining that strategic plan over time.
