Project: #495 SafeSpeed: Enhancing Work Zone Safety through Speed Enforcement Progress Report - Reporting Period Ending: April 1, 2025 Principal Investigator: Sean Qian Status: Overdue Project Start Date: July 1, 2024 End Date: June 30, 2025 Research Type: None Grant Type: Research Applied Grant Program: US DOT BIL, Safety21, 2023 - 2028 (4811) Grant Cycle: Safety21 : 24-25 Progress Report (Last Updated: July 31, 2025, 8:26 p.m.) % Project Completed to Date: None % Grant Award Expended: None % Match Expended & Document: None USDOT Requirements Accomplishments The goal of this research is to develop a comprehensive and universally applicable framework of work zone safety models and tools for regional transportation networks. This includes estimating the work zone impact on crash risk under different roadway settings, built environment and weather conditions. Enhanced knowledge and awareness about the effects of work zone impacts on crash risks, especially on roads with a history of fatal accidents. We have developed models to map all work zones in the past 5 years for both Texas and Maryland to roadways and associate the work zones data to individual crash data requested from both state DOTs. We are currently implementing the causal statistical models to infer the impact of work zone configurations on crash risks. We have actually communicated the research process and intermediate outcomes with engineers in Texas and Maryland. In addition, we have made a number of presentations to the City of Pittsburgh with a similar concept as well as our partner Velo.ai, a technology startup firm focusing on improving roadway safety for active transportation. Next reporting period, we plan to complete the models, derive the insights, and write the final report. Impacts The results has been introduced to Velo.ai and TraffiQure Technologies for potential technology transfer. In addition, the results were presented to Honda R&D to help develop their risk maps for roadways. If successful, the models and system can help state DOTs to improve work zone safety and reduce crash risk, in addition to safety planning for work zones. Other n/a Outcomes New Partners Velo.ai is a partner to provide guidance and data. Honda is a partner to provide guidance and data Issues Due to data issue of speeding citations and camera locations, we have shifted the focus from understanding impacts of speeding enforcement in work zones, to understanding the safety risks of various work zone configurations.
