Project: #181 Proposal for a Before and After Impact Assessment of the Forbes Avenue Reconfiguration Project Progress Report - Reporting Period Ending: Sept. 30, 2018 Principal Investigator: H. Scott Matthews Status: Active Start Date: Aug. 7, 2018 End Date: June 30, 2019 Research Type: Applied Grant Type: Research Grant Program: FAST Act - Mobility National (2016 - 2022) Grant Cycle: 2018 Mobility21 UTC Progress Report (Last Updated: Sept. 30, 2018, 6:25 a.m.) % Project Completed to Date: 30 % Grant Award Expended: 20 % Match Expended & Document: 20 USDOT Requirements Accomplishments Local emissions data has been acquired and stored from CMU's Center for Atmospheric Particle Studies (CAPS). Sensors are currently deployed on CMU campus in close proximity to Forbes Avenue where the lane reduction construction will take place. Two cameras installed along Forbes Avenue continue to archive 24 hour traffic conditions through the campus corridor. The development of algorithms to extract transportation data from live and archived video feeds has commenced. Upon completion, traffic count and trajectory data broken down by type (e.g. personal vehicle, transit bus, pedestrian, cyclist) will be archived for a before and after comparison. All mechanisms to collect and archive data are in place and "before" construction data continues to be collected. Lane reduction construction will occur during October of 2018, at which point, the before phase will conclude and the after phase will begin for future analysis, although given the revised project construction schedule (repaving/etc not due until spring 2019), this will really be an intermediate phase for the next 6 months. Impacts The preliminary project phase requires large amounts of data to be collected and stored for future analysis. Early effort has been focused on designing low cost solutions to acquire continuous traffic related data at multiple locations. The analysis phase of the project will commence once construction has been completed in October of 2018. Other We have created internal web pages and video archives for the camera-based data as well as emissions data. However these are not sharable yet at this time (partly due to bandwidth and size issues). Outcomes New Partners CMU's Center for Atmospheric Particle Studies (CAPS), especially Albert Presto. Issues As noted above, the Forbes Avenue reconstruction project has been delayed and is now scheduled to be completed in October of 2018. For this reason, the before and after assessment analysis phase has been pushed. Before data continues to be collected for a more robust statistical analysis.
